I can confirm this.

I play on the 360 version, and I've been to a vending machine selling an orange weapon. Its been a few days, so don't remember what it was, but had the same thing happen. I had sufficent funds for what it was saying the cost was (sold a few guns even) and I had the same message he did, that I did not have enough money. I was pretty peeved. I didn't think about the cost being OVER 9,999,999 though so maybe that was the case, but I remember the cost being high enough I had to sell a handful of my highest cost guns to get the monster in the machine.

So yeah, he's not the only one who has been through this. But what could I do but keep moving on with the game.
