It is hard to take an article like this seriously when it starts with the admission "I haven't played the game".

I am all for pumping up the game but this is one is a bit out there for my taste.

I don't think Borderlands is a full-on RPG. It misses an element.

I believe there's two main elements commonly found in RPG's:
Element #1. The decision-making factor that can alter the outcome of the game-world; characters; cities; quests; story; and even the game's actual ending.
Element #2. The character changing, stat-building, and skill-building factor.

The decision-making factor (element #1) is found in many Bioware RPG's (KOTOR, NWN: Hordes, Jade Empire), Planescape: Torment, and other RPG's probably is not going to be found too heavily in Borderlands.

Though, element #2 for sure is heavily going to be in Borderlands -- as that's usually very heavy in games classified as ARPG (Action-RPG), such as Hellgate: London, Titan Quest games, Diablo 2, and Ascaron's Sacred games.

good lord man, thousands of rpgs dont have element #1
in fact I'd go as far as to say they are a heavy majority

Eh...I would disagree. Role-Playing games only need to have an emphasis on player-character advancement. "Choice" and "Role-Playing" don't really go hand in hand. There will always be pre-generated functions that we must complete, giving the allusion of choice. If we are given choice "B" and choice "Q", we can't choose choice "42", even though it may be the most appealing. You see, the developers had not created that choice. Therefore, it does not exist.

Most games with a "choice system" have the stupid 2 way "moral choice" system, a dim and unconvincing simuracula for an actual choice, some games do a lot better than that, but at the current level it's kind of difficult to have a fully interactive universe where everything is possible in game form, technology is just not at that point yet. So for the time being, I think any ability to choose isn't half bad.
